A Winchester man has been arrested after he was found with child sex abuse material on his Instagram account.
According to court documents, Julian Sulek was charged with:
- One count of child exploitation, a Level 4 felony
- One count of possession of child sex abuse material, a Level 5 felony
In August 2025, the National Center for Missing and Exploited Children reportedly received a cybertip from Instagram regarding accessed child pornography on the platform. The documents state that a child porn video was allegedly accessed on the platform from a phone linked to a Winchester address.
The account was later linked to Sulek. Following a records request from Meta, the owner of Instagram, the account was also found to have multiple other files of child sexual abuse materials, along with conversations between users about suspected content involving young girls.
In early December 2025, a search warrant was issued for a home in the 200 block of E. South Street in Winchester. Sulek was found to be staying with family in the home.
The documents said that when Sulek returned to the home, he was taken into custody.
During a search, 10 electronic devices and electronic storage items were seized, including a laptop, multiple cell phones and a tablet. The documents allege that more child sexual abuse material was located during the search.
According to court documents, Sulek’s initial hearing is scheduled for Jan. 23 in Randolph County court.
