FARMLAND COUPLE ARRESTED FOR NEGLECT - August 19, 2016
A rural Farmland couple were arrested Thursday based on what authorities called "deplorable conditions" in their mobile home. Ralph E. McKinney Jr., 44, and Amy L. McKinney, 32, were each preliminary charged with three counts of neglect of a dependent. They were being held in the Randolph County jail in Winchester. Sheriff Ken Hendrickson said the scene in the couple's trailer was "one of the worst living conditions" he had observed in 29 years of law enforcement. A child in his teens was at home when deputies served a search warrant at the home south of Farmland, east of Ind. 1, and was placed in the custody of Child Protective Services. Two other children, one a teen and the other a pre-teen, were to be placed with CPS when they returned home from school. Randolph County Health Department officials on Thursday condemned the mobile home.
